Board of Health · Meeting of October 8, 2026
HADLEY — The Hadley Board of Health voted unanimously to ban synthetic cannabinoids, kratom products and other unregulated novel intoxicants, effective November 6, 2026. The three-member board, Susan Mosler, Margaret Mastrangelo and Emma Dragon, took the vote after a remote public hearing drew pushback from out-of-state kratom users and advocates, including Jennifer Gillis of Tennessee, who said "we're just regular moms who run errands," and Laura Romney of the International Plant and Herbal Alliance, who urged the board to ban only synthetic derivatives like 7-OH while regulating natural leaf. The board also voted to keep all 2027 business permit fees unchanged after Administrative Assistant Peter Lore found Hadley's rates "right in the middle" of neighboring towns, and heard that a state-funded Department of Public Health program will supply free, locked sharps-disposal containers for four Hadley Public Library restrooms following a needle found in a trash can last month.
