Hadley Conservation Commission Issues Conditions for Russell Street Parking Lot Reconstruction

HADLEY — April 15, 2026 — Hadley Conservation Commission issues wetland conditions for Russell Street parking lot, continues two solar-linked cases. At its April 15 meeting, the commission unanimously voted to issue an order of conditions for a parking lot reconstruction at 207 Russell Street, attaching restrictions that bar road salt within the 100-foot wetland buffer zone and require snow to be trucked off-site during large storms — consistent with conditions the commission has previously imposed on Route 9 properties. The commission continued Notice of Intent 170-313, the Cook Farm Solar Project on South Maple Street, and Notice of Intent 170-303, the Seven Room development at 347 Russell Street, both to May; the Seven Room case is awaiting a full mitigation plan covering a proposed 22,000-square-foot off-site restoration area on an adjacent parcel, with wetland delineation by Steve Roberta of Goddard Environmental Services now complete. The commission also issued a negative two and negative six determination for a Hadley DPW culvert slip-line project on Bigelow Drive, ratified an emergency certification for earlier Moody Bridge Road culvert work, and cleared a two-year-old dormant request for determination at 89 Hocknum Road by voting to take no action.
