Hadley Conservation Commission Approves Rocky Hill Road Solar Project Order of Conditions

HADLEY — February 10, 2026 — Hadley Conservation Commission approves Rocky Hill Road solar project and eyes new culvert rules. The commission unanimously ratified a stop-work enforcement order and then issued an order of conditions for the Rocky Hill Road Solar Project, Notice of Intent 170-311, at its February 10 meeting, after peer reviewer Dave Cameron accepted all of the applicant team's technical responses in a letter dated February 9. Project representative Tom Orvich, who acknowledged that work had begun before the order of conditions was in hand because he failed to send a notification email to commission staff, said all equipment left the site the same day the stop-work order arrived. The commission also opened discussion on adopting the Massachusetts River and Stream Crossing Standards as its baseline review document for new culverts, with staff noting that new agricultural crossings are not exempt under the Wetlands Protection Act — a policy shift that could require farmers proposing new ditch crossings to file a Notice of Intent. The board approved up to $360 for two commissioners to attend the Massachusetts Association of Conservation Commissions annual conference on February 28 in Worcester and authorized an $85.96 mileage reimbursement for staff site visits.
