Hadley Conservation Commission Issues Compliance Certificate, Continues Coffee Shop Review

HADLEY — August 12, 2025 — Hadley Conservation Commission continues review of drive-through coffee shop proposed entirely within a riverfront area. The commission voted unanimously at its August 12 meeting to continue Notice of Intent 170-303, filed by Seven Horses Energy LLC for a 525-square-foot drive-through coffee shop at 347 Russell Street, to a rescheduled September 10 meeting after hearing an alternatives analysis and a novel proposed mitigation approach. Civil engineer Marcus Puddick of Guthrie Hoffman Hodge calculated an off-site mitigation obligation of approximately 25,064 square feet — the two-to-one requirement applied to roughly 15,417 square feet of proposed riverfront-area improvements. Applicant representative Raj Pramara proposed channeling mitigation funds to Kestrel Land Trust for a Hadley-specific riverfront conservation or restoration project, a mechanism the commission has not previously used and which requires DEP regional review. The commission also issued a certificate of compliance for the completed Town Place Suites at 237 Russell Street and ratified an emergency certification for a beaver dam removal at Westgate Center Drive that had threatened to flood the roadway.
